Applying for SET(M) at a PEO

Hi,

My partner will soon have to renew her visa and we want to apply at one of the UKBA's Public Enquiry Offices (PEO).

I note that the guidance notes say not to post the SET(M) application form more than 28 days before her current FLR(M) visa expires if applying by post.

Do the same rules apply to the PEO? Does that mean we can apply in person up to 28 days before her FLR(M) visa expires?
