ATAS Certificate

Is there any harm in applying for an ATAS certificate if you may not end up needing it?

A firend of mine is going to be doing her masters in engineering and although his visa is still valid, he may need to re-apply for a new one as she is changing courses. Should she apply for the ATAS Certificate anyway, even if she's not sure? Is there any harm in doing that?
