You can apply 28 days before the completion of 10 years.
1. Your wife and baby can not apply with you, See form set(O) and its guidance notes.
2. Also see below guidance which is for the caseworker but provide good information for applicants as well.

3. Once you get our ILR then you can register your baby as British citizen because he/she was born in the UK - Apply under MN1 category. No need to leave the UK and no need to apply for visa for the baby. Once register then you can apply for the passport.

4. Your wife does not have to leave the UK and once you get your ILR she can apply using FLR(M). see link:
