The only people who qualify as dependents of work permit holders are their partners and minor dependent children. Adult siblings do not qualify. What happened to your British partner?

No your mother cannot come to the UK as your brothers dependent because she is not his wife or his dependent child.

i had already explained that work permit holders can only sponsor partners and children hence if you applied some common sense to that fact you would not need to ask whether your mother would qualify.
