visa for new born baby born oversea, both parents are ILR

Hi,

I am applying a visa for my new born baby who is born outside UK. Both parents are holding ILR.

1. I am using form VAF4A for 'FAMILY SETTLEMENT & FAMILY REUNION', is this the correct form?
2. I guess the new born baby can be exempted from english language requirement as they can't speak any language, right?
