i heard that a few years ago spain was letting illegal immigrants become legal. what was to stop someone from just showing up at that point and asking for citizenship?

Because usually to qualify for the amnesty there is some kind of condition like having to have lived in Spain for a few years. Amnesties are usually done in such a way so as to prevent exactly what you are suggesting.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
