If she has been refused before by the UK, you may find it easier and cheaper to go on vacation to somewhere else in Europe.

I have worked in other EU member states, but not recently.
Her 2nd tourist visa was refused, as she changed jobs while her application for visa was in Beijing.
So when they (UKBA) made telephone contact with her old employers, to check she worked there, they replied that she no longer works there. Which was correct.
As she had finished on one day, and the next day started work for her old boss, in his new company.
So I am hoping that if we apply for another tourist visa, which will actually be a "Family visit visa" then we are hoping to explain the reason for the 2nd visa's refusal, and that a "Family visit visa" will be granted.
Her has had a few European Shengen visa's without problem.
