Minimum income threshold for NON-EEA national

Can someone please clarify me that this minimum threshold e.g. £18600/annum is for uk national only or for EEA national also?

My friend (Pakistani national) applied as non EEA national yesterday. His wife Poland national has income of £12240/annum. Will it be problem for him? He has sent EEA2 application form.

Following documents were sent:

1) Passport of non-eea and eea national
2) joint bank account as proof of address
3)Marriage certificate (married in uk in April 2012)
4)last two payslips and p60 of EEA national
