ILR SET(O) application dependent on SET(O) or FLR(M)

Hello All

I am currently on Tier 1 visa and my wife has been dependent on this visa since may 2011.

I am about to make my ILR this nov 2012. I understand my wife is not eligible for ILR dependent.

While I am making a SET(O) application.

q) Do I include my wife as dependent on SET(O) application

or

q)Do I submit another FLR(M)application after my SET(O)?

any guidance here? also considering the latency in receiving the response for ILR application can you please advise how should I make an application for my wife?
