MN1 form for children

hi,
can anyone please confirm whether the reference and good character part needs to be filled up on MN1 form while applying for registration of one year old child as well or not?

"Good character" only needs to be completed if the child is aged 10 or over.

However any application for a child must be supported by two referees and a recent passport-sized photograph.
