28 days rule for long residency-please clarify

28 days rule for long residency-please clarify

Visa start date: 08 Jan 2003
Entry into UK: 04 Feb 2003

so can I calculate 28 days from the visa start date or the date I entered the UK ?

I saw in this forum that one member got his ILR through this process but on HSMP category, but will this apply on 10 years long residency ?

You can apply no more than 28 days before you complete 10 yrs. You can apply any day after that.
