One of my mate in Norway he recently accepted as a refugee in Norway and they issued him a Visa. i wonder is he able to come to UK without any visa or not?

your friend need a visa to enter to the UK. Advise him to contact British high commission to get a visa in Norway

and he needs to show the reason why he wants to visit the uk etc there is no entry on refugee travel documents issued from schengen countries to uk.
