If a EEA partner has already got its EEA1 registration card then for supporting EEA2/EEA4 application can this EEA1 registration card be sent instead of EEA passport.

No. A EEA passport / ID card needs to be sent to support the EEA2 application. However, there is no need to provide evidence of exercising treaty rights as the Registration Certificate proves that.

How about if EEA partner support EEA4 application then will this same EEA1 registration card will exempt the requirement of showing the excercise of treaty rights or still the evidences relating to treaty rights will need to show for the last 5 years.

To support EEA4 you need proof of 5 years of exercising treaty rights. EEA1 is not enough. EEA3 (Document certifying PR) is enough.

The answers to your questions are here.
(1) The Secretary of State must issue a residence card to a person who is not an EEA national and is the family member of a qualified person or of an EEA national with a permanent right of residence under regulation 15 on application and production of—
(a) a valid passport; and
(b) proof that the applicant is such a family member.
Directive
For the residence card to be issued, Member States shall require presentation of the following documents:
(a) a valid passport;
(b) a document attesting to the existence of a family relationship or of a registered partnership;
(c) the registration certificate or, in the absence of a registration system, any other proof of residence in the host Member State of the Union citizen whom they are accompanying or joining;

Thanks for replies.
How about if 8 years already has spent on student visa and 2 years on eea2 then on completing 10 years, will it still need to show all documents covering the last 2 years to show treaty rights or EEA1 Registration card can be sent alone as evidence for the excercise of eu treaty rights.

EEA1 just proves treaty rights at a single point of time. To support ILR or PR application, you need to prove the whole duration (P60s or payslips for example if working).

EEA1 got on the basis of EEA national self sufficient on the monthly wages of non-eea national and two different private medical insurance companies used in each two years. then is there need to send policy documents of last 2 years and non-eea payslips of 2 years and non-eea & eea bank statements for 2 years (account is not joint but funds regularly transferred to eea national account). will that be enough.

Yes. That is what the European cases team would have expected to see in a EEA4 application and I would assume it would be the same for the caseworker dealing with the long residency application.

But jambo 2 different companies used for private health plan in each two years. And if non-eea partner transferring some regular money in eea partner account then having joint account still need or above situation meet the eu treaty meaning of self sufficiency .

not a problem. it doesn't need to be the same policy. just to cover the duration in question.

there is no requirement for a joint account. Just to show the EEA national has access to funds.
