Asked Police Clearence in Croydon for an indian citizen

My friend applied for ILR from Tier 2 on same day service in croydon last week. He is working a company in Northern Ireland. Every paper was fine and he thought it is going to be a piece of cake,Untill the case Worker asked for Police clearence from NI Police. He is a Indian Citizen who dont need police clearence in UK (as far as i know). He doesnt have any criminal records as well. they said he needed it as he is working in N. Ireland (wierd, isn't it?). Anyways, at the end he was told to get the passport via post.

Is it normal?

Its not about having police clearance to work in northern Ireland but about ukba behold able to check whether he has a criminal record in northern Ireland since ukba don't have access to northern Ireland police records.
