£ 18600 for Dependent of PBS migrant

If a point based migrant apply ILR on the bases of long residence does he need to show £ 18600 for his wife spouse visa, considering spouse already living with him on dependent visa for last 3 years?

it doesn't clearly says if u and urs dep already living in Britain as PBS migrant u don't hv to show salary threshold of £ 18600.
