What is the "date of application"?

I've read it's the date your application is post-marked.

Is that correct?

I ask because for funds held outside of the UK they will use the currency rate at the close of day on the date of your application.

So if my maintenance funds total £900 on my date of application, but the Home Office doesn't get around to verifying my application for another month, and the GBP has gotten stronger by then, I'll still be safe, right? Because they will be basing the exchange rate on the day my application was postmarked?
