ILR following Fiance Visa

Please can someone advise.

My Fiancé arrived here on a Fiancé Visa in Jan 2011
She received her Spouse visa in April 2011 which expires in April 2013

When should she be applying for ILR. Is it Dec 2012 or March 2013?

Your help would be much appreciated

Thankyou for your answer, however she will have been in the UK for 2 years as of Jan 2013

Is the earliest we can apply based on 28 days before her leave expires or 2 years being in the UK

The period before being granted FLR(M) leave cannot be counted in the qualifying residential period for settlement (287(a)(i)).
