Applied Tier 1 but refused pls advise urgent !

Hi,

One of my friend he applied for Tier 1 extention but he got refused.
HO send refusal were he got another 4 days left for his visa expiry.
he applied again in time 2 days before his visa expire.

mean while HO has raided his home and checked his status and told that he is refused again. so make sure he should leave UK in 28 days time.

1) So my question is how come they visited his home and can tell him his sencond application is also refused.?

after sending second application HO requested for Bio Met. But he is delaying due to his personal circumstances he need to delay untill next year.
2) secondly will they refuse even if they dont give bio met to HO. and will they visit again to his home.?

When he was refused again as told by HO raided officer then why HO sent him a bio metrics request

What "personal circumstances" are these that the person in question cannot enrol his biometrics until next year.

Did the officers who raided his residences scan his fingerprints on the portable scanner to check his immigration status in their database.

Please provide the full details and the situation..
I highly doubt that the HO will raid the home unless suspected and reported of illegal immigration.
