student to SEGS

hello,
i finsihed my masters degree and got my results in november 2005. but i had the relevant student visa till 31st january 2006. now i want to apply for my SEGS and i found out that i can apply 12 months prior to my previous visa expiry . or is it from the date my course finished.
so can i apply for segs before 31st january 2007

but my visa for the degree was granted till january 2006.
and i heard from somewhere thatthe end of the course is judged by the leave to remain granted for that course.
