Family Visitor Appeal

I got my family visitor visa refusal at 02/08/2012

on 30/08/2012 i submited fax entry for appeal in visa centre

after 1 month i got letter that ur appeal fees pending make payment for further process

so i make payment at 02/10/2012

now i got 07/11/2012 notice of pending appeal ?
"The tribunal will write you after 23 jan 2013 with further details on how and when your appeal will proceed"

my question why its taking too long and how much time it will take after 23 jan to get response related my visa appeal

before appeal some one suggested me to apply for fresh case but my consultant suggested me to appeal bec he say chance to get visa is Less if visa got rejected already . This is my first time applying for uk

please guide me bec in future may b i will apply more to get visitor visa bec my family sibling live in uk
