Apart from chasing them for the CoA by registered mail, I never called or emailed them. This is my second EEA2 residence card, I have to say, both times for me were about 5 months in total. It did take them longer to produce the CoA this time. But I think if your application is straightforward (ie, EEA member in full-time employment and married etc), UKBA mostly keep their 6-month timeline.
An American friend of mine (with German husband) got her RC on a piece of paper because she requested their passports back after the CoA.
