Changes to Dependent visa - 13 Dec

Hi all,

My wife is going to apply for a dependent visa from her home country, while i am in the UK on Tier-2 visa.
I understand that there are some changes coming to the visa application from 13 dec, and i have gone through the policy guidance, but can not figure out any change from previously.
Can anyone on the forum, please point out what changes are coming in , after the said date.

Furthermore, is there a requirement to add a IELTS test result for dependent?

Any help, is highly commendable.
