The reasons for refusal will be clearly mentioned on the refusal letter.
You have either appeal or reappy, you cannot do both.
Your application which in the interests of natural justice would be dealt with by another Visa Officer. I cannot of course guarantee the outcome of any future application. In the event the application is not successful the fee is non-refundable.

The Entry Clearance Officer's reasons and supported evidence
I have carefully considered your application. However, you do not qualify for a visa for the following reasons.
I have assessed your application against the criteria and points table for HSMP. My calculations, based on the documents you have submitted with your application, show that you are short of the minimum required points total by twenty points. Consequently I am not satisfied that false representations were not made and that all material facts were disclosed for the purpose of obtaining your immigration employment document."
This does not clearly state that for which criteria I missed 20 points.
My claim for HSMP was:
Age - 20 points
Earnings - 25 points
Degree - 30 points
May I request you to let me know evidence for which of above (Age or Earnings or Degree) was not satisfiable?
Also, can I appeal and re-apply for Entry clearance simultaneously?

You can make a fresh application with a photocopy of the approval letter.

My HSMP approval letter has not been sent back to me, which I had attached with

Now, I have following queries:
1) Can I er-apply for Visa/Entry Clearance? If yes, how can I re-apply without HSMP Approval Letter, since HSMP letter has not been returned by Embassy? Is re-applying still possible?
2) Do you not return HSMP Approval Letter when you refuse Entry Clearance?
3) If you use to return HSMP Approval Letter too, why was it not returned in my case?
4) Is appeal the only option remaining?
5) Can I put extra documents with appeal application, which I had had not submitted with Entry Clearance application?
