They reserve the right to investigate, that doesn't mean that they will investigate each and every case, just like they are suppose to verify the authenticity of documents submitted with initial application, but they only do that if they think documents are not genuine.
Write a cover letter, tell them that the letter is lost in transit, (mention time lines), ask them to issue a new letter, and mention it in cover letter that you would like to pick HSMP letter via courier service arranged by you. (Based on my personal experience, they have a nasty habit of ignoring courier requests put in by fax and email).
It's YOUR right to claim a duplicate copy of letter if it is lost in transit.
