What does close relatives means

Hi My elderly parents (above 65) are planning to apply as my dependants to come and stay with me in UK.
I am a british national and supporting my parents financially and emotionally for last 3 years..

I was reading immigration rules section 317
(v) has no other close relatives in his own country to whom he could turn for financial support; and

I want to know what close relatives means....
My brothers and sister or My parents brothers and sisters.

In my country if you have a son then no one financially helps you... and this is the case for my parents they are solely dependent on me


My sister is married and lives in the same city but again they cant turn to her for financial aid....
