Which of the EU countries are best at applying the EU Directive on the rights of free movement for family members of Union Citizens?

Especially in cases of other family members.

Well it depends where you would be applying from? perhaps the Germans, found them very efficient and straight forward most of the time, little glitches? Yes, overall they have been really good.
