Which State issues the Residence Card Quickest

Just curious and why cant't I =)
I thought it would be helpful for other members to know how long a member states normally takes to issue a residence card and which one does it relatively faster.

Germans appear to be the fastest, as short as on the spot you will get confirmation of the 5 years residence card, and they will further ask if you prefer the Bio metric card (Aufenthaltskarte) which will take about a month to get the PIN and physical card itself, if you want the paper one you will get it right on spot and that's provided you have met all the requirements.

I was told that there was not an option for the smart card for PR in Germany.

Der eAT wird für folgende Aufenthaltstitel ausgestellt:

Aufenthaltserlaubnis
Niederlassungserlaubnis
Erlaubnis zum Daueraufenthalt-EG (§ 9a AufenthG, Niederlassungserlaubnis für Drittstaatsangehörige in der EU)
Blaue Karte EU (Aufenthaltstitel zur Ausübung einer hochqualifizierten Beschäftigung)
Aufenthaltskarte EU und Daueraufenthaltskarte EU für freizügigkeitsberechtigte Familienangehörige, die nicht Unionsbürger sind
Aufenthaltskarte für Schweizer und deren drittstaatsangehörige Familienangehörige gemäß § 28 AufenthV (optional)
Nebenbestimmungen (z.B. Erwerbstätigkeit, Wohnsitzbeschränkungen) sind außerdem auf einem Zusatzblatt zu visualisieren, welches der Ausländer neben seinem eAT mit sich führen muss.

Ah, that explains it. I was asking about it for EU citizens.
