Spouse refusal

My sisters husband has been refused settlement visa from India last year so I put in a appeal at the tribunal department I waited 5 months and recently the case was reviewed in Mumbai British high commission and again they have refused the visa on totally different grounds from before, the clearance officer has sent me the reasons why and given me the option to appeal again but I haven't been given the option for a tribunal date please advise me why this is as I already have appealed before to go to tribunal

care to post the reason(s) for refusal ?
