PEO appointment for Tier 2 with dependants

Hi
I have to book an appointment for applying in person for myself and dependants under Tier 2 general. I've checked on the UKBA website but not really sure whether I'll have to complete an online form or paper form to get PEO appointment. Is it required to complete the online form before you book PEO appointment?
Please somebody can share their knowledge?

You have to go online and fill in your details to register to UKBA website and then you search for appointments .

Thanks for your prompt reply. Sorry for sounding silly, but do I have to fill complete Tier 2 general form for myself and dependant before I can book PEO appointment. OR just register myself as a user and book an appointment and then complete the form online?
