Confusion

Hi Guys I have some questions regarding one of my relative who passed away few weeks ago at the age of just 38.
He was on ILR for the last 18 years but never applied for BC.
He married a few years back and his wife came to UK as a dependent just 11 Months back and had a 2 years Old Daughter as well.
He owned a flat in London.

Now Questions are
1) Is it possible for his Wife and Daughter to apply for ILR or BC to live here in the UK ? as wife's Visa will run out after 1 year.
2)In case they cant get any Visa to stay in the UK , I heard that she cant even sell his husbands flat because she has no status , Is that true ?
