Will application be returned?

I have a friend who intends to apply for leave to remain based on private life after spending 20 years in UK, under para 276ADE. The problem is she is struggling financially and wondered if there was any help she could get with paying the UKBA fee.
She is also struggling to pay for a new Jamaican passport to submit with her application as the old one has expired/lost. If she submits the application without the passport would it be returned or should she submit the application and then the passport soon after when she has managed to obtain it?

they need the passport as it is the proof for the processing and they need it who is that person . i think she can report to the jamaica embassy and get a new passport.
