Tier 2 ICT LT to Tier 2 General

Hi,

I came to UK in Dec 2008 under work permit scheme. Below are the different categories I ve held.

Oct2008-Oct2010 - Work Permit Scheme [2 years]
Nov2010-Oct2011 - Tier 2 ICT: Established staff
Nov2011-Oct2012 - Tier 2 ICT: Long Term
Nov2012-Oct2013 - Tier 2 ICT: Long Term

Can I switch to Tier 2 General within UK? I have a new sponsor.

Request help!

DOes my sponsor have to undergo Resident Labour Market Test? My employer says it is not required but as far my Research in UKBA website the employer has to give RLMT.

RLMT will be required unless comes under one of the exemptions criteria.

Can someone PLEASE confirm the best/fastest way to find a new sponsor for Tier 2 General - who have license to sponsor?
