Countersignature-Irish passport holder

Can Irish passport holder (Ireland citizen)- Lecturer, living in UK sign in the Passport application form in the section 10 (Countersignature)?

Yes (https://www.gov.uk/countersigning-passport-applications).

(Incidentally, lecturers can't witness Irish passport applications, even though teachers can!)

Does "IRISH passport" mean -the person is from Ireland?

It means that he holds a passport issued by the Irish authorities i.e he is Irish.

May I conclude that:
