What is the definition of 'settled person'?

I am trying to read and understand the below section in http://www.ukba.homeoffice.gov.uk/visas ... you-apply/:
This section is for those who applied for, or are applying for, leave to enter or leave to remain as a partner of a British citizen or a person who is settled here.
The 'settled person' is used in so many places and dont want to risk the wrong interpretation.[/quote]

Someone who is free of immigration restrictions - i.e. they have ILR or citizenship.

My wife is a doctor and she now has an ILR and her most recent permission to stay was Tier 1 general migrant before she got this ILR.

Does she come under "settled person" category? Or there are any exceptions for spouse visa application as per my other posting http://www.immigrationboards.com/viewto ... highlight= ?
