The "Lady from NCS" is wrong. The 2 year residence requirement does not apply to overseas adoptions. Yes, 0845 010 5200, I tried to call few time, but I can never get through to speak to anyone, there just answer machine. A recorded voice says to send email and wait 20 day for response.
