Esta approval on new British Passport

My Husband was refused a Visa almost 3 years ago on his turkish passport due to no ties to the UK.
He is now a British Citizen and has a British Passport and is eligible to apply for an ESTA. Yes he will need to declare the refusal.
My question is
How soon after receiving his passport should he apply for the ESTA, I am assuming they will not like brand new passports.
Does anyone have any success stories and how soon after receiving british passport did you apply.
