Indian VISA Bilateral Arrangement

Hi what's a Bilateral Arrangement for an Indian VISA?

Also I have a question about the 2 month gap lifted last year, that means a traveler can go in and out as it pleases but I read that a 6 month limit stay is there regardless of the visa. So after a 6 moth trip you can just go out to let's say china for one day and then come back to india?
