Restricted CoS_do they inform you if it wasn't approved

Hello,
Can somebody with restricted CoS experience help me with the following:
My employer submitted my application mid February 2013, I have 50 points and last time when they checked on Thur, 14 Feb, on SMS it was still "in processing".
I know the meeting was on 11 March, so how long does it take for us to find out if the CoS was approved and do they tell if it was rejected? And if it wasn't granted, do we need to reapply? Is that a simple procedure?
I would appreciate any advice you have about restricted CoS.
