Visit visa denied, need advice as to why please

We applied for my partner to come to UK for 9 days on a general visit visa. He was told all documents were correct and in place. He was turned down because they thought he would not return to his country. He provided evidence of his 6 years employment and holiday leave given. He provided flight return. All my documents were in place and correct. They believed all documents but still insisted they didnt think he would return. How is this fair or possible that all documents were believed and correct but they still wouldnt allow his holiday visit? Any advice welcome please

Why cant he apply for spouse visa, why visitor visa ?

because we are not married. The plan was to come for a 9 day holiday. Set wedding plans in place, go home, apply for fiance visa to come for 6 months and marry. It was to visit and meet family etc , make final plans and discuss wedding plans etc

cant he apply for fiance visa now ? because there is no point in appealing the process as there will be visa denial again,

yes he will now just disgruntled as to why they said no? all paperwork was correct and they even told him they beleived all paperwork, just doubt he would return to country. He has full time employment and has had for 8 years, provided bills, provided all correct evidence. They still said no

I suspect the ECO would have weighed his ties to his home country against his ties to the UK, and come to the unfortunate conclusion that his tie to you (i.e. partner) outweighed his ties to his home country (i.e. employment).

If they believed the paperwork the decision would have been positive. It seems they didn't believe the paperwork.

what's mentioned as the reason for refusal?

based on his earnings, the amount he had saved for a 9 day visit, was 6 months of his wages. On these grounds they felt his economic statue in his home country was not enough to entice him to return home. Such a shame, it was a geniune application and he really would have returned home.
