IELTS Vs University Letter

I have a small quick question regarding submitting IELTS or/and Letter from the university (against Becholar degree).

IELTS results : 6.5 received today
Letter from University: From Engligh department, mentioning the medium of instruction , the year and type of degree and that I will not have any language difficulty while persuing further studies abroad. (Received in Jan -2007)

Should I submit IELTS result or University letter or both?
Please suggest...

IELTS Band 6.0 is required for HSMP . You have already secured 6.5 so there is no need of submitting other english proficency documents. Keep your application as simple as possible.
