EEA2 6-month application process time directive?

I've looked around in circles for the specific piece of legislation for this, but I can't find it.

Is anyone able to quote me the directive stating the maximum processing time of 6-months for the EEA2 RC, or point out where it is published so I could grab it from there?

We're approaching the 6-months and I'd just like to quote it in a letter to the UKBA.
