EEA1 or EEA3

Hi
My husband got his EEA family permit last month, and now we want to send the EEA2 application for his 5 years residence card. I've been reading some posts to get information about this application, and I've read sending EEA1 together with your partner's EEA2 seems to speed up the application. What I was wondering is if I should send the EEA3 instead, as I've been working in this country for over 5 years.
I've been reading the IND site but I don't find it very clear, and I'm not even sure if I have to apply for EEA1 before I can apply for EEA3.
Could somebody advise me with this please?

Its not necessary to send in the EEA1 before you can apply for the EEA3. If you have been reading the board regularly, you would be aware of some cases in which the EEA national got the Permanent Residence without holding the Residence Permit/Registration Certificate after the evidence of exercising treaty rights for 5 years was submitted along with the EEA3.
