Applying through NCS ? Do we have a 5 day no fly constraint?

Is it a rule that you should not fly for around 5 days from the day Home Office receives your application ? The NCS lady booking the appointment said so ?

Further, when applying through NCS, how can we control what day HO will receive the application ?

No, that's no longer a requirement anymore unless you are travelling to HK and British Overseas territories.

I have been told while NCS appointment that I should be in country for next 2 working days when application will deliver to them

the rules changed on july 12 - now for both 'in country' and 'out of country' applications, the receiving authority is the same. so physical presence is no longer relevant.

my local council confirmed that I can fly immediately after applying at NCS

considering its an In country application so applicant should be in country on the day of application - delivery day...... that's what I had been told.....better to check with NCS service again

The requirement to be physically in the UK when the application is received by the HO has been changed.

I submitted documents at NCS Edinburgh at 10.30 and was on a plane to Copenhagen a few hrs later.
One staff member at NCS Edinburgh told me no fly rule exists - erroneous information - no such thing
