BIOMETRIC QUERY

My partner applied flr(o). when he applied he was not called to do biometric. he has been given a letter with 30 months limited leave to remain. he received all his documents but there was not biomertic form. he has been given17 days to do biometric or else he has to pay a penalty of 1,000. at this point he called and wrote to them, his solicitor called and wrote to them but it seems they can't be bothered to send the form. he has only 9 days remaining. has anyone been in thi situation and how do they take to send the form?
