Recently a HK commentator thinks that the UK will upgrade the BNO passport soon and I have translated his Chinese blog to English briefly and put it on Wikipedia:

A Hong Kong current affairs commentator 黃世澤 (name in Chinese) thinks that the British Government will probably upgrade the BN(O) passport in the near future. The UK Government may grant British citizenships to BN(O)s, or enable BN(O)s to access European citizenship and right of abode in the UK. In his analysis, the EU refused to grant BN(O)s visa-free access in the past because BN(O)s could not be repatriated to the UK. However, as BN(O)s are now eligible for the visa access, it is probably a sign that the UK has implicitly indicated that BN(O)s will have the right of abode in the UK soon. The information page of new biometric BN(O) passports are also printed in all official languages of the EU. This faciliates the UK the upgrade a BN(O) passport to an EU-standard one. Moreover, recent changes of nationality laws of many countries (see above) may lead to a large number of British citizenship claims among ethnic minorities in Hong Kong and the UK may wish to grant all BN(O)s full citizenship to avoid the trouble of dealing with these requests. Granting all BN(O)s full citizenship can also maintain British influence in Hong Kong. [2][3][4]
