In my opinion, you can lodge an appeal just once. Because if you loose an appeal, and you make a fresh application, you will not get a right for an appeal because that application will be made an out of time application.

Appeal process

First right of appeal - first tier
If refused, then permission appeal to first tier
If refused, then permission appeal to upper tier

If permission granted either at first or upper tier then a full hearing at upper tier. If refused then,

Permission appeal to upper tier
If refused then permission appeal to court of appeal. If refused,

Then oral renewal at court of appeal.

That's likely to be the end in 99% of the cases.

And if you don't get a right of appeal then you can judicially review it.

There is no magistrates hearing in immigration appeals. That is for criminal cases.
