Help Required! Tier 1 General Dependent Visa

I have been married for 7 months now.
My Wife's visit visa got rejected twice from Delhi?
The reason i applied for visit visa initially and not dependent visa was because she was only coming here for a month and also because i only had 2 months left on my tier i general visa.
Now my tier 1 general visa has been extended from 3 years and i am thinking of applying for a dependent visa for her...

My questions is..

1.) Does 2 rejections under visit category impact the prospects of securing a dependent visa?
2.) Should i take some legal advice or apply via a consultant?

Can anyone help me with the list of docs required for dependent visa?


(Her visa was rejected because they were not convinced with her financial status and they imagined that she will overstay as she is coming to meet her husband)
