Can my wife join me to apply for settlement

My wife come to the UK in August 2011 as my Tier 2 dependant (previously known as work permit holder). our visa will expired in july 2013.

can my wife:

1. apply for ILR at the same time with me in Jun 2013 for same day service.
We will using SET(O) application form (include my wife as my dependant)

2. since my wife have not completed 2 years period in the UK as my dependant (22 months in June 2013), whether I should use FLR (M) + SET (O) application.

Stress and please help what should I do!

is that means my wife can apply for settlement together with me at the same time even she only completed 22 months.

No. I think your wife cannot apply for ILR at a PEO, if she hasn't completed her qualifying period.

but i checked on flr (m) guidance, it said FLR M must not be used if you are applying extension of stay as a dependant of a work permit (who has temporary leave or has obtained ILR as a work permit holder, - the correct form is FLR(O).
