Is single person discount a pubilc fund?

You need to check that with your council.

Public funds usually mean 'benefits', I do not believe a discount on council tax is a benefit.

I am guessing CT 25% Single person Discount rule should be independant of councils. meaning if single person discount of council is not a public fund in london council then it will not be a public fund in manchester as well.


My assumption is also the same that single person discount is not a public fund and it does not come under council tax benefits or council tax reduction. But if any other member can cofirm this?

As of 1st of April 2013, Council Tax Benefit has been abolished and replaced by CT Reduction Scheme. Single person discount also falls under the reduction scheme. As per the legislation, persons under immigration control should not be included in the scheme. So the best option would be to ask your local council and clarify their interpretation on this. If they are happy for you claim 25% discount, in my opinion you should be fine cause there are some councils that explicitly mention the new scheme doesn't impact single person discount.

I was checking the ukba site and found this

Following is written in it
"Council tax discounts, such as sole occupancy discounts, are not considered public funds for the purposes of the Immigration Rules."


So can i conclude council tax discount is not considered public fund and hence i m not receiving any public funds?
Or am I missing something?

Hi, Council Tax discounts are not considered as a benefits.

I had very similar experience of you. I got my extension saying i havent claimed any benefits in my application.

Before going for my extension, I checked with my council and they clarified me that the council discounts are not classified as benefits and Home Office have no direct access to the council informations on who is claiming this discounts.

If the home office write to the respictive council still the council will not declare the people claiming discount as claiming benefits.

Better double check with your council.
