You could be asking two different questions:
Either "1) My mother is in the UK - can I extend her family visitor visa" or "2) My mother is outside the UK - can I, from the UK, apply for her".
I think the answer is no in both questions.
If your mother is already here - extending her visitor visa requires highly compassionate circumstances.
If your mother is outside of the UK - you can fill out the form for her online - but she will have to attend the local office to submit her supporting documents and her biometrics.
There is, also, option 3 - which is the simpler "I'm in the UK, I'd like my mother to visit, can she?" ... then the answer is yes.
